A Hi-Tech Industry Delegation of Dalian Municipal Government is visiting US from Apr.19 to May 2. Mr. Xia Deren, vice mayor, is the head of the delegation of 15 pesons. The delegation members include the heads of government departments, heads of Dalian hitech zones, and managers of computer companies.

Business:
We already have overseas DUT alumi who contacted the delegates for business opportunities. One in Canada has a US patent on 3D mouse and will meet with the delegates in Seattle to discuss business. If you have an idea or product that may be applied to China, please do not hesitate to call Mr Liu to make an appointment or just discuss on the phone.
News from Dalian
Background information - in 1998, A "US Chinese PhD Delegation" of 15 chinese professionals visited Liaoning province to discuss business cooperation. They suggested to create a research park for overseas chinese (PIP - Yuan Zhong Yuan) in beautiful Dalian. Government officials were very supportive to this great idea, and now they put it in action. The upshot is LOSEC:
LOSEC (Liaoning Overseas Scholar Enterprice Center) is formally established by a 30 million RMB (4 million USD) joint investment from Liaoning government and Dalian city. it will start construting office buildings of 25,000 square meters, the area equal to a large 12 storey bldg
LOSEC is located in Dalian Hiteche Zone next to Dalian marintime university and Dalian Uni of Tech, and by the Sea. LOSEC is 10 min to DUT by bike. See map below.
LOSEC will send a team to Bay Area in 1-2 months to meet with us on the design and planning of the project.
LOSEC will be open to overseas chinese professionals with excellent attraction: it charge no rent and no tax on InfoTech related business, for certain duration depending on the business size.
What we do next?
we plan to work with Ministry of Education (MOE) and local officials on this project
MOE plans to send 20 chinese professionals (with PhD and experience) to visit Beijingm, Liaoning and Dalian in Sep-Oct for 2-3 weeks. We will formally announce an Call For Application (annoucement) to qualified people. MOE selects 20 from all applicants by face-to-face interviews.
the selection criteria: must have product/tech/service that can make help money if setting up a business at LOSEC.
MOE will pay all expenses for the entire trip (including air and lodging)
Delegates will have a chance to meet with national leaders during "Oct 1" national celebration
Though MOE has a requirement to only select delegates from the silicon valley area, we will try to include some from outside this geographical area who truly have an outstanding product.
